Those two facts are in tension. A low total compresses the range of outcomes, and compressed outcomes favor underdogs against large spreads. A 40.5 total implies something like a 24-17 game. An 8.5-point spread in a game projected to produce 41 total points requires the favorite to win by more than 20 percent of the total points scored, which is a demanding ask.

The supporting angle is the total. A mid-40s number in a game where one team is short-handed on defense and the other is not is a slight over lean if the game stays competitive, and a Philadelphia team-total over is the cleaner expression than the full-game total.
The Chargers minus 9.5 against Arizona
The largest Sunday number and the one with the least support underneath it. Double-digit spreads in Week 1 are a specific category of bet, because they require the market to be confident about two teams it has not observed playing meaningful football in eight months.
Arizona is not a good football team on paper, but it is a functional one, and the Chargers laying nearly ten points in a home opener is the market pricing in a full season of assumed improvement before a single snap has confirmed it.
There is a secondary consideration. Arizona hosts Seattle the following week in a game where Seattle's quarterback status is unresolved, and teams do not manage their Week 1 effort around Week 2.
